Just TRUs in Japan, China, Malaysia, etc. - they're Asian-market exclusives.
Has it been a decade since the last UM re-release? I was going to say, UM, astrotrain, and Powermaster Optimus Prime (even the God Ginrai version) have been re-released in the not so distant past. But so has Soundwave, and it seems like they still re-release him every few years.
Yeah, UM has only been reissued twice. Once in 2000 in Japan and once in 2002 at TRU, it hasn't been released again since. Easy to not notice with all of the Ultra Magnus figures that have come around since.

Considering that some of these other recent Transformers reissues have kind of heralded MP releases, I'm kind of hoping that the Takara MP Ultra Magnus upgrade that we were teased with a year ago is on the way soon. :b

I think it's just a matter of me getting older and the years flying by. Even when the reissue Fort Max was announced, I was thinking, I just got the Car Robots version a few years ago...
I was fortunate enough to find Ultra Magnus, Powermaster Prime, & Starscream on a whim @ TRU in 2002. I've never opened them since they are in the mintiest boxes I've ever seen. I wasn't fortunate enough to find Optimus, Soundwave, or Prowl though.
I acquired SDCC Soundwave, but I bought the new release to go w/the old TRU reissues. The same goes for Optimus. Now I just need Prowl & another Optimus I can actually open.
Tformers.com is reporting that Ultra Magnus has long smokestacks and short missiles (like the vintage figure), which is awesome. I guess safety standards in the Asian market are a bit more lenient than the US's.
Also, BBTS shipped mine today. =D
Aw, mine has short stacks and long missiles. Ah well, still very happy to have it! =)
